Programme Evaluation

Programme evaluation is a formalised process of studying the goals, processes, and the impact of a programme, training activity, or project. Programme evaluations are designed to evaluate one of the following five questions:

  • How should the programme be delivered to produce desired results (formative evaluation)?

  • Is the programme being delivered as intended (process evaluation)?

  • Is the programme delivering the desired outcomes (outcome evaluation)?

  • What is the overall or net effect (intended or unintended) of the programme (impact evaluation)?

  • What is the overall cost effectiveness and value of the programme (cost-benefit analysis)?
